Where or how do i get atmospheric tools from the game spore?

Do missions and explore other worlds, eventually you'll collect enough stars and medals that tools will unlock to purchase on your home world or other planets where, depending on the empire's philosophy, they may or may not be cheaper. Also, look for signals bouncing around as you travel between planets, some are white, some yellow, and different ones will indicate either missions, or special items like treasures and planetary paintbrushes. The missions are a good way to unlock new tools and upgrades.
