At any given time during a war such as Vietnam, how many aircraft are in the air?

I read about having to identify an aircraft before a pilot can fire. Are the airspaces that congested in a war zone that a military does not know where all of its aircraft are? Are aircraft sent on planned routes or are some set off just to patrol an area?
