Will we ever be able to close our prisons?

With so many atrocious emotions ingrained in the human psyche can we ever hope to stop crime.We have been killing and doing every other sin since the beginning of time. Someone does something bad enough and we condone the killing. Someone kills and we condemn them. Someone does vigilante justice and we praise him. someone does something to one of our loved ones bad enough and the community can turn into a lynch mob.We get desperate enough and we steal. Can we cure this with drugs. With the mapping of the human genome can we strain out the bad impulses. Do you have a suggestion what we need to do to eliminate crime. Sin will always be here. It is limiting the sin to only our thoughts and not to carry out the thought.
