Does the Minister, Mr Mah contradicting himself?

The new properties' rules seem to target only Singapore Citizen, there is no rule that actually deter foreigner from buying private properties in Singapore. Accordingly to Mr Mah, "MOST" private properties were bought by Singapore Citizen, and only about 25% of private properties were bought by PR and foreigners. If according to him, 1 out of 4 private properties are bought by PR and foreigners still not a factor to cause the properties price to increase, then what percentage should be?
