HELP-a child gets beaten and the local courts and Child pro services DO NOTHING! Who can i turn to for help?

My step sister was recently beaten by her biological mother- we reported it to CSB we called the police we took her to the ER, and the police forced us to return her to the woman who is doing this to her, today we find out the "mother" filed to stop her fathers visitation, and is slandering my whole family to the court system here- this situation has gone on for almost ten years with her getting anything she wants signed through the local court- we cant for the life of us figure out how she can get away with all of this abuse and the "authorities" still side with her in the end? this is CRAZY- who do these people have to report to? Who can we report this total lack of concern to??
