What kind of welfare or medicare is available for someone with no hands?

There's a homeless man that I usually see on Hollywood Blvd that has no hands, presumably from time in war or a birth defect since they're long healed. What kind of welfare or medicare would be available for him? I find it absurd that he has to live the way he does. (Granted, I find homelessness in itself widely absurd) But is it just that he needs someone to take the time to figure out how he can get help?
